Frederick Bernard Pemberton (1865-1947) was a Victoria businessman who served with Robert Butchart on the BC Advisory Board of the Toronto General Trusts Corporation.

The gardens at his home on Foul Bay Road in Victoria were very highly regarded and were included as one of four Victoria gardens on a 1931 garden tour for the Garden Club of America. The Butchart Gardens was one of the other three.

His family business is still operating as Pemberton-Holmes.

Frederick Pemberton is buried in the Pemberton family plot in Victoria’s Ross Bay Cemetery.
